PIC16F84 and Xilinx Chips

I'm trying to use  PIC16F84 interface with the XILINX CoolRunner 364 chip to manage 3 7-segmented leds. I'm using (PIC16F84) pin 11 to control the enable, pin 10 for the clock, and pin 9 for the data. I'm able to enable and disable the leds, however I can't get the XILINX chip to latch onto the data that the pic sends it. It's active high and MSB. I've used an oscilloscope to look at the delays and I've used numerous lengths of delays, but I can't seem to get it to see the 3 4-bit numbers I send it. Any ideas?
