There are like 3 versions as far as i understand they all contain the same USB programmer which should be able to program all PIC12F,16F and 18F by connecting the ICSP connector directly to the chip or the supplied PCB (depending on which version of the kit I buy). I think most folks prefer the 2 or 3 over the ICD2 or ICD3 for hobby type work, at least. I use a boot loader and RS232/USB cable, but I believe there is a program included with the Pickit 2/3 which can be called up from SB for loading. A command line utilities is available, but not really needed as the windows apps that come with it allow to watch an hex files for change and auto program it to the pic. So every time you have a sucessful build the target is reprogrammed no setting required in the IDE. Hope it help.
